The 23rd Amendment to the United States Constitution allows residents of the District of Columbia to vote for the President, but denies them any representation in Congress.

The Twenty-third Amendment was sent to the States on June 17, 1960 and was ratified by 3/4’s of the State Legislatures on March 29, 1961, which was faster than the ratification of the Twenty-first Amendment.

The following states ratified the amendment:
1. Hawaii (June 23, 1960)
2. Massachusetts (August 22, 1960)
3. New Jersey (December 19, 1960)
4. New York (January 17, 1961)
5. California (January 19, 1961)
6. Oregon (January 27, 1961)
7. Maryland (January 30, 1961)
8. Idaho (January 31, 1961)
9. Maine (January 31, 1961)
10. Minnesota (January 31, 1961)
11. New Mexico (February 1, 1961)
12. Nevada (February 2, 1961)
13. Montana (February 6, 1961)
14. South Dakota (February 6, 1961)
15. Colorado (February 8, 1961)
16. Washington (February 9, 1961)
17. West Virginia (February 9, 1961)
18. Alaska (February 10, 1961)
19. Wyoming (February 13, 1961)
20. Delaware (February 20, 1961)

The amendment was subsequently ratified by the following states:
1. New Hampshire (March 30, 1961)
2. Alabama (April 16, 2002)

The New Hampshire ratification was somewhat irregular; a vote for ratification was taken on March 29, 1961 but was immediately rescinded. On that same day Kansas and Ohio ratified the amendment making New Hampshire’s second vote that was taken on the following day unnecessary for enactment.

The amendment was rejected by the following state:
1. Arkansas (January 24, 1961)

The following states have not ratified the amendment:
1. Florida
2. Kentucky
3. Mississippi
4. Georgia
5. South Carolina
6. Louisiana
7. Texas
8. North Carolina
9. Virginia

The Snow-Covered Washington, DC Area Is Today’s MODIS Satellite Image of the Day

I was looking for satellite images of last weekend’s blizzard and found that today’s MODIS Satellite Image of the Day just so happens to be of the Washington, DC area. MODIS (or Moderate Resolution Imaging Spectroradiometer) is a key instrument aboard the Terra (EOS AM) and Aqua (EOS PM) satellites that documents changes on the surface of the earth. Terra’s orbit around the Earth is timed so that it passes from north to south across the equator in the morning, while Aqua passes south to north over the equator in the afternoon. Terra MODIS and Aqua MODIS are viewing the entire Earth’s surface every 1 to 2 days, acquiring data in 36 spectral bands, or groups of wavelengths that are used for numerous scientific purposes. You can view these satellite images in real-time and see exactly what has happened on the surface of the earth within the last 48 hours.

Using IP Logs To Figure Out The Length Of A Talk

About a month ago I was contacted by AJ Turner about giving a short talk at an upcoming meeting of GeoDC. After some tweets & e-mails back & forth, I confirmed that I would present at this month’s Meetup at the FortiusOne office in Arlington, Virginia. AJ suggested that I bring the 2010 Cartographic Calendars and speak for a few minutes on the type of maps that I’ve been working on. Before I arrived I didn’t really have much of an idea of the format or the location of the meeting, so I didn’t prepare very much and decided to wing the presentation. Since I was able to use my website for the talk, similar to what I did when I gave a lecture at the New York Public Library in 2008, when I got home I was able to see everything I clicked on while giving the talk. The result, judging by my IP Logs above, was that I spoke for just over an hour— far longer than I anticipated! Regardless, I had a great time, met some very nice people, and I hope to attend another GeoDC Meetup in the future.

I spent much of Friday’s opening in the office near my artwork so I could explain the map to people. Near the end of the evening someone got out a plastic cube from underneath a desk that contained an ice-breaking game called Chit Chat. The card above was pulled randomly from the deck and kinda made me a little sad, so I took this photo to document the moment. Although dropdown boxes on the internet might list the District of Columbia as a state, its not. Let’s ChitChat about that shall we?

15th Street on YouTube || North Meets South || A Game of Locational Awareness [part 2]

On August 5th, 2008 I made the first version of this mashup, East Meets West and with the newly created contraflow bicycle lane on 15th Street NWDC, I decided to make the second version, North Meets South.

The two videos were taken from one continuous video recording that I conducted while riding on my bicycle from U Street & 15th Street to Massachusetts Ave & 15th Street and back. At home I split the videos into North & South and used the crosswalks as the starting & ending points. The object of this video mashup is to find the exact time when the two recordings pass each other on opposite sides of the street.

A Projected Relief Park Map of the United States – The Washington Times, March 28, 1897

Yesterday I found this unique map that was published by the Washington Times on Sunday, March 28th, 1897 in the Library of Congress / National Endowment for the Humanities “Chronicling America Collection.” Its rather amazing how this portion of the National Mall was ultimately developed! Where would Alaska & Hawaii have been added? With today being Thanksgiving, I am giving thanks to the fact that some maps were never made.

From each of her ten 12-inch guns of the largest type she can throw a shell weighing 870 pounds to a distance of twelve miles, or from below the Narrows, down the Bay, into City Hall Park, and a little beyond. After traversing 9,000 yards these shells can still penetrate eleven inches of solid steel.
