RETROCESSION OF ALEXANDRIA – The New York Times, August 17, 1873

Does the New York Times issue corrections after 137 years? Because this article has two errors. First, William Winter Payne, of Fauquier, was then a member of Congress from Alabama, not South Carolina. I decided to look in the Congressional Globe myself and find their error. Second, the article uses both Judge Underhill and Judge Underwood, when it should have been only using Judge John Curtiss Underwood (sadly, he died less than 4 months after this article was published.)

I decided to repost this article here because it provides the setting for the Supreme Court case of Phillips vs. Payne. I was not expecting to find an article that essentially provides a road map for how the unconstitutionality of Alexandria’s retrocession was to be legally challenged.


RETROCESSION OF ALEXANDRIA

The New York Times, August 17, 1873

At a recent meeting of the Common Council of Alexandria, Va., a proposition to establish a new hospital being under consideration, Judge Underhill spoke of the renewed effort by citizens of Washington to procure retrocession of Alexandria to the District of Columbia. He then related an interview he had with Gov. Cooke and Chief Justice Cartter, from which he had learned that they had determined on the move. Judge Cartter had pronounced the act of retrocession of 1846 unconstitutional and void, and they would make a test case by getting some citizen of Alexandria to refuse to pay his taxes, and file a bill for an injunction against their collection by the State of Virginia. They preferred that mode to proceeding criminal case by habeas corpus. The Board of Public Works thought it necessary to have both sides of the river, as the Board of Health had concluded the swamps on the Virginia side were the cause of much of the malarious sickness in Washington. The effort will probably be made in the Fall. Judge Underwood also remarked that the change, if made, would very seriously affect him, and necessitate his resignation of the judgeship or removal, and he said he had looked at the Globe of the date of the act of retrocession, and found that Col. Winter Payne, of Fauquier, then a member of Congress from South Carolina Alabama, had opposed it as unconstitutional, and many Democratic statesmen, but no Whigs.

Upside down detail of the terrestrial globe in The Ambassadors by Hans Holbein, The Younger

The Ambassadors (1533) is a painting by Hans Holbein the Younger in the National Gallery in London. I remember first learning about it in my AP Art History class in High School. I was drawn to both the intricate nature of the painting‘s near-photorealism and the anamorphic skull that obstructs the foreground. Today I was attempting to warp the skull to see it properly rendered and I realized that there was a nicely painted globe in the background. Well, actually, there is a lot more than just a globe in the background of this painting– there is also a beautiful celestial globe and numerous scientific instruments, but I will let you explore the painting on your own. Suffice it to say, this painting remains one of my favorites.



Charlie Chaplin’s speech in the The Great Dictator (1940)

The Great Dictator is a comedy film directed by and starring Charlie Chaplin. First released in October 1940, it was Chaplin’s first true talking picture, and more importantly was the only major film of its period to bitterly satirize Nazism and Adolf Hitler. In the film Chaplin plays two characters who look strikingly similar- a jewish barber and a dictator who looks like Adolf Hitler. Near the end of the film, after a series of far-flung mishaps, the dictator gets replaced by his look-alike, the barber, and is taken to the capital where he is asked to give a speech. The text below (via) is the transcription of the video above. I am posting it because I feel that it’s as relevant today as it was 69 years ago.


Hope… I’m sorry but I don’t want to be an Emperor – that’s not my business – I don’t want to rule or conquer anyone. I should like to help everyone if possible, Jew, gentile, black man, white. We all want to help one another, human beings are like that.

We all want to live by each other’s happiness, not by each other’s misery. We don’t want to hate and despise one another. In this world there is room for everyone and the earth is rich and can provide for everyone.

The way of life can be free and beautiful.

But we have lost the way.

Greed has poisoned men’s souls – has barricaded the world with hate; has goose-stepped us into misery and bloodshed.

We have developed speed but we have shut ourselves in: machinery that gives abundance has left us in want. Our knowledge has made us cynical, our cleverness hard and unkind. We think too much and feel too little: More than machinery we need humanity; More than cleverness we need kindness and gentleness. Without these qualities, life will be violent and all will be lost.

The aeroplane and the radio have brought us closer together. The very nature of these inventions cries out for the goodness in men, cries out for universal brotherhood for the unity of us all. Even now my voice is reaching millions throughout the world, millions of despairing men, women and little children, victims of a system that makes men torture and imprison innocent people. To those who can hear me I say “Do not despair”.

The misery that is now upon us is but the passing of greed, the bitterness of men who fear the way of human progress: the hate of men will pass and dictators die and the power they took from the people, will return to the people and so long as men die [now] liberty will never perish…

Soldiers – don’t give yourselves to brutes, men who despise you and enslave you – who regiment your lives, tell you what to do, what to think and what to feel, who drill you, diet you, treat you as cattle, as cannon fodder.

Don’t give yourselves to these unnatural men, machine men, with machine minds and machine hearts. You are not machines. You are not cattle. You are men. You have the love of humanity in your hearts. You don’t hate – only the unloved hate. Only the unloved and the unnatural. Soldiers – don’t fight for slavery, fight for liberty.

In the seventeenth chapter of Saint Luke it is written ” the kingdom of God is within man ” – not one man, nor a group of men – but in all men – in you, the people.

You the people have the power, the power to create machines, the power to create happiness. You the people have the power to make life free and beautiful, to make this life a wonderful adventure. Then in the name of democracy let’s use that power – let us all unite. Let us fight for a new world, a decent world that will give men a chance to work, that will give you the future and old age and security. By the promise of these things, brutes have risen to power, but they lie. They do not fulfil their promise, they never will. Dictators free themselves but they enslave the people. Now let us fight to fulfil that promise. Let us fight to free the world, to do away with national barriers, do away with greed, with hate and intolerance. Let us fight for a world of reason, a world where science and progress will lead to all men’s happiness.

Soldiers – in the name of democracy, let us all unite!”


For a cartographic bonus, here is another clip from the film where Charlie Chaplin, playing the role of Adenoid Hynkel (Adolf Hitler), dances with a globe balloon. If you look closely, you can see how the world was mapped in 1939 when the movie was filmed.



Gloria Immortalis Labore Parta

Immortal glory is brought forth by labor
Undying fame is born of hard work
Labor will be rewarded by eternal glory
immortal glory is the fruit of hard work and anguish

The other day I discovered a cache of digitized rare books at the Le Service Intertablissements de Cooperation Documentaire (SICD) at the Universities of Strasbourg. While skimming through Johannes Kepler‘s Prodromus dissertationum cosmographicarum, continens Mysterium cosmographicum (1622 edition), I found the emblem above on the title page of the Apologia (full page below). After this work, Kepler only published the Rudolphine Tables, which was the most up to date star catalog of the time, and Somnium, which is cited as the first literary work of science fiction.

The original emblem, copied by the publishers of the book (and by me above & below), was originally created by Hadrianus Junius 57 years earlier as EMBLEMA III in his graphic arts book Emblemata (1565). Although he currently only has a Dutch wikipedia entry, I wonder how many other books copied his various emblems?

The paragraph below from Page 86 of The French Book by Henri-Jean Martin, Paul Saenger, Nadine Saenger (1996) gives instructions on how to view this emblem:

We may to try to understand how one “read” such a page by examining as an example an emblem from Emblematum libelus of the Flemish doctor Adrianus Junius, published in 1565 by Christopher Plantin at Antwerp. The title Gloria immortalis labore parta signifies that immortal glory is the fruit of hard work and anguish. The image that expresses this idea makes use of four coded symbols: the continuous coiled snake is viewed as a sign of eternity, the crown of laurel symbolizes glory, and the shovel and terrestrial globe symbolize, respectively, labor and human endeavor. If we look above the terrestrial globe (which represents our daily reality), we notice the shovel excavating it. The snake holding the shovel’s handle in his mouth is encircled by the crown of laurels. Thus, a rhetoric of image identical to the rhetoric of discourse animates the different elements of the emblem, which were placed arbitrarily against a rustic background.

Exciting the mind by their obscurity and polysemantic nature, such illustrations seem to belong to the images employed since antiquity to facilitate memorization and to encourage the creative impulse.

Globe Graffiti – Continued

Las month I posted photographs of the aftermath of DEBT tagging my friend’s antique globe that I had once used in an art installation. Today, via DECOY’s blog, I find censored pictures of DEBT in action.

Also, for the visually astute, the painting in the background by DECOY (I believe it’s called “Two Headed Monster”) was used as the cover of the popular book The Beautiful Things That Heaven Bears by Dinaw Mengestu.

Globe Graffiti

Back in September of 2006, my friend Alex let me borrow his antique globe to use as a prop in my outdoor exhibition “North, South, East, Westminster.” I felt it made an excellent addition to the installation and was very thankful for being allowed to use the globe. I returned it unscratched and without any new additions.

Fast forward a year and half. Alex lets a street artist and good friend of mine named DECOY borrow the globe. While she was out of her apartment one day, her friend and fellow street artist, DEBT decided to “appreciate” the globe with some his artistic stylings.
